Palmaz-Schatz calendar — an early-1990s introduction was possible

Julio Palmaz’s own account: first human iliac implant May 1987, Freiburg; first coronary implant December 1987, São Paulo, with Richard Schatz and Eduardo Sousa. Johnson & Johnson licensed the project in 1986 and formed Johnson & Johnson Interventional Systems. Palmaz writes that by the 1991 U.S. iliac approval, coronary experience already existed in Rotterdam, Kokura, Mainz, Nancy, Milan, Madrid, Buenos Aires, and elsewhere. U.S. iliac (peripheral) approval 1991; U.S. coronary PMA P900043, 2 August 1994, after BENESTENT and STRESS. A December 1993 FDA panel had refused coronary approval without a randomised trial. His account of Iran work in 1991–93 therefore sits after first-in-human use and during documented international coronary use — not after U.S. commercial approval.

Establishes. The device was in human coronaries from 1987 and in international clinical use in the early 1990s. U.S. coronary approval in 1994 does not bar use outside the United States in 1991–93. Tehran hospital histories date an expansion of angioplasty to 1370 SH (March 1991–March 1992). Foreign proctors for new devices were ordinary in that era.

Does not establish. Does not name Hooman, Valeix, Ghasemi, or Imam Khomeini Hospital on a shipment, itinerary, or operative log. Valeix’s 1992–93 papers describe the Wiktor stent, a different device. Angioplasty arriving in Tehran is not the same sentence as Palmaz-Schatz arriving in his hands. The calendar makes the activity possible. It does not prove he was the person who did it.

Four partners × 25%: Mostafa Bagherzadeh, Alireza Amiri Gharagozlou, Farideh Kavesh, Hooman. Capital 50 million rials. Narges is not on this founding page. Official register date on Rasmio is 1375/10/17.

Establishes. The company was formed on paper with those four names. LinkedIn’s 1995 line is marketing copy. The constitution date on the scan is 8 September 1996.

Does not establish. Does not prove later share movements, a 2013 transfer, or that memos listing Narges as a 1995 founder are correct. Originals beat memos.

Establishes. The opening board was those four people. Farideh was managing director from the first meeting. Narges is not on this page.

Does not establish. A blank date line is not a 1995 founding. This page does not move later shares.

First page of the warehouse PDF, full frame — not the tighter zoom previously on this site. CamScanner mark is on the original. Notary office 198 is in the header. A later two-page CamScanner PDF titled “1999 POA” is a different instrument (office 815, 1392) and sits in the next card.

The 1378 instrument names Hooman as the principal and Farideh as his attorney, notary office 198. Later 1392 pages are a different instrument (office 815). A continuation page prints serials in the 08292xx series and lists powers that include buying and selling company shares, attending meetings, and acting so that no further signature from the principal is required. Farsi on the scan is the exhibit; this caption is English.

Establishes. A 1999 power of attorney from Hooman to Farideh exists. An attorney-in-fact is required to act in the principal’s interest. Later Padtan pages that print her as his attorney are consistent with that instrument.

Does not establish. Does not by itself prove a 2013 share theft or a Roche contract. It also does not prove he was paid. The live civil question is what she did with that authority, not whether the paper exists.

Financial statements approved 1381/6/5. Board named: Dr Hassan Bashar; Engineer Hooman Asbaghi; Dr Massoud Ghasemi; Dr Khosrow Behlouli. Representing Madayen Hospital, Bionic company, and two heart-physician groups. Signatures sit under those names.

Establishes. In 2002 Hooman and Ghasemi are printed together on the same approved board page, with hospital and device-company representation.

Does not establish. This is not Imam Khomeini letterhead. It does not prove a 1990s stent introduction, a Palmaz-Schatz shipment, or any later share taking.

Extraordinary general meeting of Padtan Elm. Five partners at 12.5 million rials each: Farideh Kavesh, Narges Javad, Mostafa Bagherzadeh, Alireza Amiri Gharagozlou, Hooman Ali Tabatabaei Asbaghi. A four-person board is elected without Hooman. Narges is named chair; Farideh vice-chair.

Establishes. By October 2002 Narges Javad is printed as an equal shareholder. The company on that date is five names, not the original four.

Does not establish. Does not rewrite the 1996 founding page, which does not name her. Does not prove a 2013 taking. A later equal share is not a 1995 founding.

Saeed and Paul Teirstein as Scripps references — the same campus and the same names that appear in the claim he was brought to San Diego around 2000/2003. Valeix is printed as a reference. Imam Khomeini is printed as a current post. The 1991–92 Tehran fellowship sits on the same calendar as the claimed Tehran stent years; that is overlap, not a meeting log.

Does not establish. Does not prove Hooman made the introduction, paid for the trip, or trained Ghasemi. Folder 3 and a warehouse title search found no boarding pass, Scripps badge, or letter that he arranged the 2003 trip. The Ghasemi legal-inquiry folder is 2024 notice stills, not 2003 travel paper. A 2003 Scripps certificate is not 1991–93 Palmaz-Schatz training. A listed reference is not a signed visit log to Imam Khomeini. Date of birth, home address, telephones, and email on the CV are held off this page.

Extraordinary meeting of Padtan Elm LLC, capital 62.5 million rials. Partners listed: Farideh 13.5 million; Narges, Mostafa, Alireza, and Hooman at 12.5 million each. Hooman’s line is printed with Farideh as his attorney. The meeting withdraws the 16 October 2002 minutes from the registry file. Farideh is elected to a two-person board.

Establishes. By July 2003 — four years after the 1999 instrument — company paper already treats his holding as exercised through her. That is the default reading for later listings of his name.

Does not establish. Does not prove a 2013 taking. A 2003 attorney line is not a bank credit to him, and it is not a finding that she breached the duty.

Amargaran Accounting Institute named legal inspector and accountant; Kianoosh Behlouli named alternate inspector for one year. He signs the page as official accountant. A matching gazette (Docs11) reprints the appointment. National identity numbers on the scan are held off this page.

Establishes. The man who later wrote the 2013 letter was, on company paper, the alternate inspector and an official accountant in the window that includes 2011–2013. Rasmio’s dump reprints the same gazette rows. That is why the letter is treated as a witness document, not as anonymous commentary.

Does not establish. Does not convert the letter into a court finding of theft. Official gazette language is alternate inspector, not chief inspector. Membership numbers and phones stay off this page.

The first two titles on the crop are N-Sulfonated-N-Heterocycles (2022) and N-Benzoylphenylhydroxylamine and Its Analogues (1971). Neither title names Alnylam or Padtan Elm on the still.

Establishes. The investigator captured a search for those two strings. The screenshot exists.

Does not establish. Does not establish that Alnylam named Padtan Elm in a paper, or that the two firms had a contract. A broken bookstore search is not a citation. Keep it as a search hit, not as literature.

The two-year board named is Farideh, Narges, Alireza, Mostafa Firouz Bagherzadeh, and Hooman Ali Tabatabaei Asbaghi. The gazette of the same meeting names Farideh chair, Alireza vice-chair, Narges managing director.

Establishes. In May 2012 — eight months before the alleged 14 January 2013 transfer — company paper still names Hooman on the board and prints Narges as managing director.

What these stills add is independent public listing: a medical directory names PADTAN ELM CO, head office NO.50 South Sarparast St., West Taleqani, Palestine Sq, Tehran — plaque 50, the same founding-board address — MD: Narges Javad, activity Laboratory Kits, marked manufacturer. iranindustry.de prints the same company as Lab Kit, manager Narges Javad. A sibling still (IMG_3575) of the same directory page also prints PADTAN DAROU CO, Pharmaceuticals, manager Asadizade, on the next line. Together with the October 2002 equal 12.5 million-rial share and the May 2012 gazette naming her managing director, she is documented as a principal of Padtan Elm. That is not the same as being one of the four names on Docs6.

Establishes. Public business directories listed her as manager and managing director of Padtan Elm. That is independent of his recall, and it is independent of the 1996 founding page.

2012 capital increase — 62.5 million rials to 6 billion

Official gazette: extraordinary meeting dated 3 Khordad 1391 raised registered capital from 62,500,000 rials to 6,000,000,000 rials, 1,000 named shares, fully paid by conversion of matured claims. Related article of the constitution amended. Filing completed 29 Mehr 1391. Iran ran two USD rates that year. After 28 January 2012 the Central Bank official rate sat at 12,260 rials to the dollar; the 2012 official-year average is about 12,176. The parallel / free-market year average is about 26,059. At those scales the jump is roughly $5,100 → $489,000 on the official rate, or $2,400 → $230,000 on the parallel average. That is a paper-capital conversion, not a documented USD wire.

Establishes. Four months before the alleged 14 January 2013 transfer, the company’s paper capital jumped about ninety-six times. In 2012 dollars that is hundreds of thousands on paper at either published rate, not tens of millions. Rasmio still prints 6 billion rials as registered capital.

Does not establish. The gazette does not name who held the claims that were converted into shares. Registered rial capital is not cash moved in dollars. A recapitalization is not the missing transfer deed.

Executive Order 13645 was signed 3 June 2013 and took effect at 12:01 a.m. EDT on 1 July 2013. It authorizes implementation of the Iran Freedom and Counter-Proliferation Act of 2012 (energy, shipping, shipbuilding) and adds measures on the rial and the automotive sector. OFAC posted that those provisions became effective that day. The order sits on a calendar already occupied by two Padtan facts: the 14 January 2013 gazette adding “export of all permitted goods” to Padtan Elm’s objects, and the first listed Wayback save of padtanteb.ir on 23 June 2013. Broader U.S. Iran sanctions already existed before this order. IFCA is sectoral; it is not a finding that IVD-kit exports became newly illegal that morning.

A warehouse still of an Academia.edu listing titles a paper “thermo Fisher and Padtan Elm” under his name. That listing is not his paper. It was found by the investigator and later disappeared from the public page.

Establishes. A Thermo Fisher catalog search for the company name hits a Saccharomyces gene called Elm1. That collision is real. An Academia.edu title using both strings existed long enough to be captured; it is not treated here as his authorship.

Does not establish. Does not establish a contract, distribution agreement, or assay collaboration between Thermo Fisher Scientific and Padtan Elm the Iranian company. The gene name is a string collision. News clippings of Thermo Fisher’s own acquisitions are not this face. A vanished listing is an anomaly to keep in the file.
