Section 05d
What he measured, then asked
He measured when the vibration was on. Then he asked, in the portal, for the parts and the 2015 report.
3 · He measured
Meters at the hips
He measured. That is the protocol. When he felt the vibration sensation, a GQ EMF-390 printed High — 309 V/m, 324 V/m, 336 mW/m² on the faces. V/m is volts per meter, not volts. He set the meter on the kitchen counter so it was close to the hips without touching skin. Same counter, no sensation: 1 V/m, Normal. Against the walls: RF Normal. On the bed near him: RF 183.1 mW/m², High; he says against the wall it went back to Normal. He bought a second device, a K18, and ran it at the hips when the sensation was on; the LED bar lit. Watch the recordings. That is what a person does who is testing a hypothesis instead of announcing one. Hosted faces print 309 V/m and 324 V/m High. The same 306 VM High recording prints PEAK: 960 V/m at the bottom of the meter; instantaneous EF on that labeled still is 307 V/m. A still a reader can read without scrubbing sits next to the video. Peak lines already on the other faces stay as printed.
His inference — that the origin is inside him, and that the only foreign objects in his body are the implants — is his. Consumer meters false-alarm near phones and wiring. A handheld reading is not a finding the stem contains a radio. Then he opened MyScripps looking for the surgeries.
3 · The portal thread
He asked what had failed. Staff typed a parts list. Walker’s banner said 2027.
Through the portal he asked for originals. A health-summary package failed to deliver. Staff wrote that Walker had retired and that an August 2015 radiologist report was not in the clinic system. They typed a left-hip Stryker list. On 24 February at 12:07 PM he asked them to UPLOAD the October 2015 right hip. Staff apologized and said they were sending 10/09/2015 implant info. What later arrived is the converted packet on Hardware. Dear Scripps, 30 April: on-again off-again vibrations for hours since 2017, just after the second replacement. “I then asked him if my right hip could have been replaced with a SMART HIP” — cut on that still. Auto-reply: Richard Walker, MD, out of office until 1/29/2027. On 1 May he writes that he believes the right hip was fitted with an investigational smart hip without his knowledge or authority. That later sentence is his claim.
He wrote that first-surgery files were missing — no notes, no MRI, no X-ray — that a nurse uploaded them, and that the following day they were gone before he could form his questions. The issue, as he wrote it: intense vibrations lasting anywhere from 24 hours and sometimes close to 60. “Can you please help.” The following-day sentence is his. The clocks are not a same-screen before-and-after. The full thread on the hospital file.
27 May 2025 · Evidence Code §1157
The next face on this door is the signed letter. Risk Management restates Bluetooth and vibration as his reported concerns, closes a confidential quality review, and withholds the outcome under California Evidence Code §1157. The letter does not say whether the implants were modified. It offers an orthopedic visit, printed as declined, and confirms the review is over. Restating a complaint is not an admission that a smart implant was placed. The letter.
His WhatsApp sentence about the clinic
“I have not been to Scripps clinic since 2017. I only went once in 2019 to see Dr M Garvey and had a video all in 2020.” That is his text. Remote telemetry, patents on hormonal genetic data, a 5/16/2017 signature he says is not his, and a sex-change protocol remain his sentences, not findings. The hosted CANARY form prints 5/18/2017; both clocks stay on Consents. Bluetooth devices that appear as Apple hardware live on Phone anomalies.
