Who is Babak Hoghooghi
Washington lawyer. Managing partner at Berliner Corcoran & Rowe from January 2023. He billed Hooman Asbaghi in November 2020 for medical exports to Iran. That statement does not name Padtan Elm. A 2025 complaint file is not a finding.
Firm biography
Berliner Corcoran & Rowe lists him as managing partner. Chambers dates that title from January 2023 and describes a practice in United States economic sanctions. IABA prints him as one of four founding members and first president beginning in 2000. PAAIA’s 11 September 2009 release prints that he led the organization from its inception in August 2007 and was stepping down as executive director at the end of 2009.
The 19 May 2009 notice
A PAAIA notice from that day names him as executive director at the same organization where Sherry Bahrambeygui is captioned on a companion photograph. Ommid Asbaghi is not named. That civic paper lives on Who is Ommid Asbaghi. It is also the door from Who is Farideh Kavesh. Neither page finds that he was her United States counsel.
The November 2020 statement
Account 21920M is billed to Hooman Asbaghi and dated 19 November 2020. Bridget Barnes sent it and asked again on 29 March 2021 whether it had been paid. The September 2020 entries print OFAC rules on medical exports to Iran and prototype COVID-19 testing kits. They do not print Padtan Elm. On 13 November 2022 he forwarded that statement with the line: “This one is work he did on another project.” Hoghooghi’s time is 8.90 hours at $560. The balance due is $2,360. The firm’s bank instructions are not published here.
The TRANSGENIC thread
On 16 February 2025 he wrote that Hoghooghi had denied knowing Padtan Elm, Ommid, and Sherry, then “back tracked on Sherry.” Those stills do not show a reply.
On 27 February 2023 he wrote a thread titled TRANSGENIC. He named Padtan Elm, TransInTech, TaqMan, Novartis, his sister, and Carolin. He closed “As my attorney.” On 2 March 2023 Hoghooghi answered from the firm: the firm could look at identifiable legal issues subject to expertise and workload; as a friend he could support in other ways. That reply does not print a live share-investigation retainer. The recording is not mounted. These are stills from it. The mobile number in the signature is covered.
The disciplinary complaint
On 6 March 2025 he emailed the District of Columbia Office of Disciplinary Counsel. The form says Hoghooghi accepted research on Padtan Elm by an outside firm for $400,000, and that he had not said he was one of the attorneys on the company’s agreements. The office wrote on 13 March 2025: received, undocketed 2025-U264. A complaint file is not a finding of misconduct. The office does not decide a fee dispute.
Unconfirmed: that he was Farideh Kavesh’s United States counsel. That $400,000 moved. That he negotiated Iranome or sat on TEVA desks. That the 2020 kit-export statement is the share investigation.
Return: Counsel hired to look at the company.
